Getting your Student Driver’s Permit is now faster and simpler! The Land Transportation Office (LTO) has fully shifted most of the application process online through the Land Transportation Management System (LTMS) Portal.
This means less waiting in line. You can now complete your required course and paperwork digitally before stepping inside an LTO office for the final steps.
Simple Steps to Get Your Student Permit
Follow these three phases to secure your one-year LTO Student Permit:
Phase 1: Online Course and Documents
- Get Your TDC Certificate: Enroll in and complete the mandatory 15-hour Theoretical Driving Course (TDC)from any LTO-accredited school. Once you pass the final exam, the school will automatically send your Certificate of Completion to the LTO system.
- Create an LTMS Account: Register at the LTO LTMS Portal (portal.lto.gov.ph) to get your unique LTO Client ID.
- Get a Digital Medical Certificate: Visit an LTO-accredited medical clinic. They will electronically send your medical certificate directly to the LTO system.
Phase 2: Online Application and Scheduling
- Apply on LTMS: Log in to the LTMS Portal. Go to Licensing and start the application for a Student Driver’s Permit.
- Schedule: Choose your preferred LTO branch and set an appointment date for the final steps.
- Pay Fees: Pay the application and computer fees (approx. ₱317.63) online, if possible, or prepare cash for the LTO cashier.
Phase 3: Final Visit to LTO
- Verification and Biometrics: Go to your chosen LTO branch on your appointment date. Present your original documents (PSA Birth Certificate, valid ID, etc.). The officer will capture your photo and fingerprints.
- Claim Your Permit: Once everything is verified and fees are paid, you will receive your official Student Driver’s Permit.
Quick Checklist of Requirements
Before heading to the LTO for Phase 3, make sure you have the originals and photocopies of:
- TDC Certificate of Completion (must be electronically transmitted).
- PSA Birth Certificate (Original).
- Medical Certificate (must be electronically transmitted).
- One Valid Government ID.
- Parental Consent (if below 18).
