A Library That Never Sleeps: Mandaue City Unveils E-Library

When most public spaces close for the night, a new one in Mandaue City stays open for learning.

The Mandaue City government formally opened its modern E-Library on Tuesday, December 10, offering residents wider and more convenient access to educational resources and information.

The Mandaue City E-Library operates from 8 a.m. to 11 p.m. on weekdays and is open 24 hours a day on Saturdays and Sundays to accommodate students, researchers, and other residents who need flexible study hours.

Inside the facility are free printing services, charging stations, and complimentary coffee. 

The E-Library is also equipped with additional computers, including 15 personal computers donated by private sector sponsors.

City officials said the project reflects the local government’s commitment to improving access to quality education under the leadership of Mayor Thadeo “Jonkie” Ouano.

Ouano thanked partners from the private sector and expressed hope that students would maximize the use of the new facility.

“Malipayon ta nga nabuksan na gyud nato ang E-Library. Unta ma-maximize kini sa atong mga estudyante to learn, explore, and dream big para sa ilang kaugmaon,” Ouano said.

City Councilor Atty. Joel Seno, chair of the Committee on Education, said the E-Library plays a key role in advancing education in the city.

“May this E-Library define Mandaue as rooted in history and brave in innovation. Thank you, Mayor Jonkie, for championing this vision,” Seno said.

City Librarian Angelina Cagatulia said the facility ensures that access to learning will no longer be constrained by time or circumstance.

“We affirm that no student, no researcher, and no citizen should be left behind in access to learning — be limited by time, place, or circumstance,” Cagatulia said.

Also present at the opening were City Administrator Atty. Sally Malig-on Jr., Executive Secretary Atty. Riczen Gingoyon, and city councilors Atty. Carlo Fortuna, Eugene Andaya, Fritz Villamor, Anjong Ouano Icalina, and Raul Kevin Cabahug V.
