Council seeks probe into unpaid POP salaries since 2025

The Cebu City Council is seeking an executive session to determine why around 100 personnel under the city’s Peace and Order Program (POP) have yet to receive their salaries for November and December 2025.

Councilor Jun Alcover raised the issue in a privilege speech on Tuesday, Aug. 18, after several affected workers approached his office to ask when they would receive their unpaid salaries.

Alcover said the personnel had already performed their duties but remained unpaid months after their salaries became due.

“More or less, mga 100 sila kabook nga wala kadawat sa ilang sweldo since November, December last year,” Alcover said.

He said the prolonged delay has placed financial pressure on the workers, many of whom rely on their salaries to support their families.

Some of the affected personnel also became emotional while seeking assistance from his office, Alcover said.

“These are their earnings that they depend on for their daily needs and the needs of their families,” he said.

Alcover clarified that his privilege speech was not intended to accuse any city office or official.

Instead, he said the council needs to determine what caused the delay, including whether pending documents, budgetary concerns, accounting or auditing requirements, or other administrative issues are preventing the release of the salaries.

He said the affected personnel deserve an explanation because they have already rendered services for the city’s peace and order efforts.

“They are not asking for anything beyond what they have earned. They are simply asking for the salaries due to them,” Alcover said.

He also urged concerned offices to identify any remaining requirements that the workers must complete so these can be addressed immediately.

Alcover moved for the Sangguniang Panlungsod to conduct an executive session in aid of legislation.

He proposed inviting representatives from the Office of the City Administrator, POP and City Budget Office to the session.

The council would seek to establish the number of POP personnel who remain unpaid, the total amount of unpaid salaries, the reason for the delay, the current status of the salary processing and any remaining requirements before payment can be released.

Alcover also called for a definite timeline for resolving the issue, noting that the salaries have been pending since November and December 2025.

“Let us, therefore, give them a clear explanation, address whatever problems may be causing the delay, and work towards the immediate release of their unpaid salaries,” he said.
