Cebu Provincial Hospital-Carcar has moved from a zero-star rating to three Green Stars after a year of improvements, earning recognition from the Department of Health (DOH) under its Green Viability Assessment.
The three-Green-Star rating places the Capitol-run hospital at an above-average level under the DOH assessment system, according to Capitol consultant for public health Dr. Nikki Baricuatro Catalan-Viscayno.
“A Three-Green-Star rating represents above-average practice under DOH rating system,” Viscayno said in a social media post.
She stressed that the rating is based on measurable standards established and assessed by the DOH, rather than accomplishments claimed by the hospital or provincial government.
“Importantly, these are measurable and objective standards set and assessed by the Department of Health. They are not internal ratings created by the hospital or the Province, and they are not based on what is presented on social media,” she said.
The Green Viability Assessment evaluates whether health facilities have systems that support safe, efficient and sustainable operations.
The assessment covers environmental practices, healthcare waste management, sanitation, infection prevention, resource efficiency, facility safety and the protection of patients and healthcare workers.
It also considers a hospital’s preparedness for disasters and climate-related risks, facility maintenance and governance.
The Cebu Provincial Government welcomed the rating as an indication that improvements at its hospitals are producing measurable results.
Gov. Pamela Baricuatro has been pushing for improvements across the province’s 16 hospitals, with an emphasis on changes that can be seen in hospital facilities and experienced through the delivery of services.
“Progress should not exist only on paper. It should be visible in the facility, experienced by our healthcare workers, and ultimately felt by every patient who enters our hospital,” Viscayno said.
CPH-Carcar’s recognition follows the three-Green-Star rating received by Cebu Provincial Hospital-Bogo, giving the provincial hospital network another facility that has met the DOH’s environmental and operational standards.
The ratings reflect a broader assessment of provincial hospitals beyond the number of patients served and services provided, including how facilities are managed and how safely, efficiently and sustainably they operate.
Viscayno said the three-star rating should not be treated as the final goal for CPH-Carcar.
“The challenge now is to sustain the gains, close remaining gaps and work toward a four-Green-Star rating or higher in the next assessment,” she said.
