The Cebu Provincial Solid Waste Management Board (CPSWMB) has created a Technical Working Group (TWG) to provide technical support in planning, evaluating and monitoring solid-waste management programs across the province.
The TWG was established through CPSWMB Resolution No. 2026-02, adopted on Aug. 19, 2026, at the Provincial Capitol.
It will serve as the board’s technical and advisory arm in implementing Republic Act No. 9003, or the Ecological Solid Waste Management Act of 2000.
Under the resolution, the group will provide scientific, engineering, environmental, planning, legal, financial and administrative advice on solid-waste management concerns.
The CPSWMB said the TWG will support the board and its Executive Committee in preparing policies, plans, technical recommendations and monitoring reports. However, it will have no policy-making or executive authority.
The Provincial Environment and Natural Resources Officer (PENRO) will chair the group, while the Provincial Planning and Development Office (PPDO) will serve as vice chairperson.
Representatives from the Department of Environment and Natural Resources-Environmental Management Bureau, Department of the Interior and Local Government, Department of Science and Technology, Department of Trade and Industry, and Department of Public Works and Highways will sit on the TWG.
The group will also include a representative from the League of Municipalities of the Philippines-Cebu Chapter, as well as representatives from an accredited environmental nongovernment organization, the recycling or waste management industry and the academe.
PENRO will serve as the TWG secretariat and provide technical, administrative and secretariat services, including preparing meeting notices, agendas and minutes and maintaining official records and technical documents.
The TWG will conduct technical evaluations of proposed policies, programs, projects and investments on ecological solid waste management before these are considered by the CPSWMB.
It will also assist in preparing, updating, implementing and monitoring the Provincial Ecological Solid Waste Management Plan and reviewing the ecological solid waste management plans of local government units.
The group will monitor the solid-waste management programs of component cities and municipalities through technical assessments, inspections and performance evaluations.
It will consolidate data on waste generation, waste diversion, collection efficiency, recycling rates, Materials Recovery Facilities, composting facilities and sanitary landfill operations.
The TWG will recommend appropriate technologies, systems and practices for waste reduction, segregation, recycling, composting, collection, transfer, treatment and final disposal in line with RA 9003.
It will also recommend corrective measures and technical interventions, facilitate trainings and workshops, and coordinate with government agencies, academic institutions, development partners, private-sector groups and civil society on solid-waste management concerns.
The TWG will meet as often as necessary upon the call of its chairperson. Expenses for its operations will be charged against available appropriations of the Cebu Provincial Government, subject to existing budgeting, accounting and auditing rules.
The resolution was attested by PENRO head Rodel C. Bontuyan, secretary of the CPSWMB, and approved by Cebu Gov. Pamela S. Baricuatro, who chairs the board.
