Typhoon TINO has continued to intensify and is now moving West Northwestward over the East of Dinagat Islands, with landfall or a very close approach expected tonight. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued an expanded Tropical Cyclone Wind Signal (TCWS) No. 4 in its latest update, Tropical Cyclone Bulletin No. 9, released at 8:00 PM on November 3, 2025.
The center of the eye of Typhoon TINO was estimated at 95 km Southeast of Guiuan, Eastern Samar (10.5∘N,126.4∘E), as of 7:00 PM. The typhoon now packs maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving West Northwestward at 15 km/h.
TINO is forecast to make its initial landfall at or near peak intensity, currently estimated at around 140 to 155 km/hmaximum winds with higher gustiness. It is expected to make landfall over Leyte or Southern Leyte by tomorrow (November 4) early morning, before crossing the Visayas and northern Palawan until Wednesday (November 5) early morning.

Coastal Flooding and Marine Travel Risks
There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 48 hours. This threat covers the low-lying or exposed coastal communities of Masbate, Romblon, Oriental Mindoro, Occidental Mindoro, Palawan, Western Visayas, Negros Island Region, Central Visayas, Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Misamis Oriental, and Camiguin.
Sea travel is risky for all types of vessels over a wide area, including the seaboards of Visayas and Southern Luzon, and the northern/eastern seaboards of Mindanao, due to a standing Gale Warning. All mariners are advised to remain in port or seek safe harbor.
