Guadalupe Sk Chairman Estenzo Initiates Full Investigation Of Monterrazas Amid Recent Flooding

Following the severe flooding caused by Typhoon Tino, which saw “mocha-colored” waters overwhelm parts of Barangay Guadalupe, youth leader Guadalupe SK Chairman Matthew Estenzo has taken a decisive step, filing a resolution to demand accountability.

SK Chairman Estenzo filed Barangay Resolution No. 25-145, which has since been approved en masse by the barangay council. The resolution calls for a thorough and full investigation into the performance of the retention ponds and drainage systems within the Monterrazas development.

The move comes after the recurring flood in the Banawa Creek area (near MHAM and Bo’s Coffee Banawa) eached unprecedented waist-deep levels, affecting homes for the first time. Videos gathered during the typhoon confirm the worsening situation, with the distinctive mocha-colored floodwaters and traces of anapog (limestone) indicating a flow path connecting to the Arrabal River in Mambaling, passing through Labangon and Tisa.

Resolution No. 25-145 urgently compels the Cebu City Government, DENR, MGB, CCENRO, and CCDRRMO to conduct a complete technical inspection of the Monterrazas project’s flood mitigation infrastructure. 

The filing by Chairman Estenzo highlights the youth’s demand for environmental responsibility and immediate solutions to Cebu City’s escalating flood crisis.
