Baricuatro Orders Simpler Christmas As Cebu Rebuilds After Disasters

The Cebu Provincial Government is taking a step back from its usual holiday spectacle this year.

It is opting for a toned-down and conscientious observance of the Christmas season.

Several Cebu towns are still recovering from the recent earthquake and typhoons that left communities displaced and struggling.

Governor Pamela Baricuatro announced the shift during her first Christmas Tree Lighting ceremony as governor.

She emphasized that modesty is the most appropriate response to the province’s current circumstances.

Instead of the grand Capitol-wide festivities held in previous years, only small and simple gatherings per office will be allowed.

Baricuatro said this approach respects the realities faced by families who are still rebuilding their homes and lives.

The governor stressed that Christmas this year must be a moment for collective healing.

Cebuans have experienced both political rifts and natural disasters in recent months. She called for a season anchored on compassion and unity rather than fanfare.

“Light always returns. And we rise because we rise together,” Baricuatro told Capitol employees and guests.

The austerity approach will also affect government employees’ benefits, particularly the annual Christmas bonus.

Baricuatro said the province must ensure that incentives follow regulations and reflect humanitarian priorities.

Assistant Provincial Administrator Aldwin Empaces said the Local Finance Committee is evaluating compliance requirements and performance indicators tied to the bonus.

The assessment follows a recent consultation with the Commission on Audit.

The final amount has not been determined.

Empaces said the Capitol will grant only what is lawful and financially responsible, considering the ongoing recovery efforts.

Last year, Capitol employees received up to P45,000 in Christmas bonuses. This came after the Provincial Board approved Supplemental Budget 3 worth P79.6 million.

This year, officials warn that the incentive will be more conservative.

Empaces stressed that the provincial government cannot afford to make commitments that may violate budget rules.

It also cannot create unrealistic expectations among employees.

The shift in priorities mirrors the Capitol’s intensified assistance programs for towns hardest hit by the recent calamities.

Relief distribution, housing support, and rehabilitation efforts are still ongoing.

Provincial Information Officer Ainjeliz dela Torre-Orong said redirecting resources toward disaster response is both practical and moral.

She noted that employees may still celebrate but must keep celebrations simple out of respect for affected families.

Baricuatro expressed gratitude to donors, partner agencies, LGUs, civic groups, and international organizations that continue to support Cebu’s relief operations.

She said their contributions uphold the spirit of bayanihan that defines the province.

The governor assured the public that “justice for Cebu” remains her guiding commitment.

She vowed to prioritize welfare and accountability as the province moves forward.

In her closing message, Baricuatro urged Cebuanos to choose compassion, understanding, and unity this season.
