PB OKs P110-M Budget for Year-End Bonuses

The approval of Supplemental Budget No. 2 worth P110.075 million has cleared the way for the release of year-end bonuses to employees of the Cebu Provincial Capitol after its adoption during the final session of the Sangguniang Panlalawigan (SP) on Monday, December 22, 2025.

The SP unanimously approved the proposed ordinance on first, second, and third reading, following its certification as urgent by Governor Pamela Baricuatro to allow the immediate distribution of incentives to provincial employees.

The supplemental budget ordinance was sponsored by Board Member Celestino “Tining” Martinez III, chairperson of the Committee on Budget and Appropriations.

In his committee report, Martinez said the proposed allocation substantially complied with the provisions of the Local Government Code of 1991 (Republic Act 7160), as well as the Department of Budget and Management’s Budget Operations Manual for Local Government Units.

“The Committee recommends favorable action on the aforesaid budget,” Martinez said.

He added that all legal and institutional requirements were satisfied, prompting the committee to endorse its approval.

After deliberations, the SP adopted the supplemental budget in its entirety through a motion to approve it en masse.

Budget Officer Danilo Rodas presented the breakdown of the benefits that will be received by employees of the Cebu Provincial Capitol under the approved allocation.

Regular and casual employees are set to receive a total of P55,000, which includes P30,000 under the Collective Negotiation Agreement (CNA), P20,000 as Service Recognition Incentive (SRI), and P5,000 under the Performance-Based Incentive (PBI).

Job order employees will receive P15,000, consisting of P7,000 gratuity pay and an additional P8,000 incentive for premium.

Rodas said the release of the bonuses is expected to be immediate, with funds possibly becoming available within the day.

Provincial Treasurer Roy Salubre assured Capitol employees that his office will extend working hours to ensure the prompt release of incentives, saying, “Mag-overtime mi aron malihok dayon ug pwede na makuha sa mga empleyado karon.”

The funding for the year-end benefits was sourced from the supplemental budget approved during the SP’s final session for the year, with the SRI forming part of the incentives granted by President Ferdinand R. Marcos Jr. to government workers, while the PBI is intended to promote efficiency, accountability, and improved performance in public service. (LLP)
