Mandaue Council urges DPWH to repair collapsed Butuanon River flood control

The Mandaue City Council has passed a resolution urging the Department of Public Works and Highways (DPWH) Regional Office VII to immediately repair, rehabilitate, or reconstruct a collapsed flood control structure along the Butuanon River in Barangay Paknaan.

The resolution, sponsored by Councilor Atty. Joel M. Seno and co-sponsored by Councilor Jesus Arcilla Jr., cited an inspection by the City Disaster Risk Reduction and Management Office (CDRRMO) on February 14, 2026, which confirmed the collapse of the structure along the riverbank.

Councilor Seno said the damage was caused by a surge of water during Typhoon Tino on November 4, 2025.

“It was unexpected. Some things happened that were unpreventable and unforeseeable—we call that a fortuitous event,” Seno said.

He stressed the urgency of DPWH intervention, noting that the agency is primarily responsible for implementing flood control projects.

“There are people who are put at risk kung pananglitan dili nato ma-repair dayon,” Seno said, explaining that the damaged riprap now allows floodwaters to enter the area directly, especially during heavy rains.

The councilor emphasized that the flood control project had already been completed prior to the collapse and that repairs could fall under warranty provisions in the Civil Code.

“We just have to do what we can without putting blame on anybody. Ato lang tan-awon kung unsay mahimo nato,” he said.

According to the CDRRMO report submitted to the Sangguniang Panlungsod, a total of 4,887 residents are at risk due to the damage, including 2,534 in Purok Talong, 1,421 in Purok Sili, and 932 in Purok Ahos. These areas are considered low-lying within the city.

The resolution noted that the collapse poses imminent threats of flooding, riverbank erosion, property damage, disruption of livelihoods, and potential loss of life during heavy rains or extreme weather events.

Under the resolution, DPWH Regional Office VII is asked to coordinate closely with the DPWH 6th District Engineering Office, the City Engineer’s Office, the Office of the City Mayor, and the CDRRMO before and during project implementation to ensure technical soundness, public safety, environmental compliance, and timely completion of the works.

The council also directed that the CDRRMO’s inspection report, transmittal letter, and site photos be attached to the resolution and shared with all concerned offices, including the Barangay Council of Paknaan, to ensure appropriate action.

The resolution stressed that restoring the flood control structure is critical to protecting nearby communities and strengthening Mandaue City’s disaster resilience.
