The P80-million multi-purpose Barangay Opao Hall was officially turned over on Tuesday, February 17, 2026, marking a milestone in local governance and community health services.
Barangay officials, led by Barangay Captain Nixon “Jojo” Dizon, together with City Mayor Thadeo Jovito “Jonkie” Ouano and Congresswoman Emmarie “Lolypop” Ouano-Dizon, led the ribbon-cutting ceremony to bless the five-story facility.
The building houses a multi-purpose hall, offices for the Barangay Council and Sangguniang Kabataan, and offices for the Gender and Development (GAD), Violence Against Women and Children (VAWC), and Barangay Council for the Protection of Children (BCPC).
It also accommodates conference rooms, the Office of the Barangay Captain, a satellite office of Congresswoman Ouano-Dizon, the Senior Citizens and Persons with Disability (PWD) Office, an e-library, the Basic Services Office, and the Barangay Public Safety Office (BPSO).
The hall is the first in Mandaue City equipped with an elevator.
The facility also includes a Super Health Center, featuring a pharmacy, X-ray laboratory, birthing center, patient consultation rooms, dental services, and a minor operating room.
It is designed to serve not only Barangay Opao residents but also neighboring communities such as Cambaro, Umapad, and Looc.
The barangay is still awaiting Department of Health (DOH) accreditation for the facility to fully operate as a Super Health Center.
Until then, it will function as a Primary Care Facility, with plans for the DOH to provide additional support, including health personnel and equipment, once accreditation is secured.
Ouano assured that the city government will assist with health equipment and personnel.
“Atong sabuton ang barangay nga kung naa pa silay extra budget, mag tunga-tunga lang, but as of now tabangan sa city,” he said, adding that the new health center could help decongest the Mandaue City Hospital.
Funding for the P80-million project came equally from national sources and local offices: P40 million from the Tingog Party-list and Lakas CMD, and P40 million from the Office of Congresswoman Ouano-Dizon.
The Department of Public Works and Highways (DPWH) handled construction.
Barangay Captain Dizon said the hall was a personal initiative requested from his wife, Congresswoman Ouano-Dizon, to leave a lasting legacy in the community.
“Nag sige gyud ko og pamarayg sa akoang asawa kay for me, legacy ni. Mahimo ning landmark sa Barangay Opao nga naay 5-storey barangay hall diri sa Dakbayan sa Mandaue,” he said, noting that healthcare for indigent residents and those in cluster barangays remains a top priority.
Congresswoman Ouano-Dizon said the facility, combining administrative offices and primary healthcare services, will provide residents with faster, more accessible, and improved healthcare. (VCL)
