Cebu Province records P8.9B total income for 2025

Cebu Province closed 2025 with total revenues of P8.9 billion, reflecting the fiscal performance under former governor Gwendolyn Garcia and incumbent Governor Pamela Baricuatro.

Data from the Provincial Treasurer’s Office showed that the bulk of the province’s income came from external sources, particularly national government allocations.

Of the P8.9 billion total, P6.29 billion—or more than two-thirds—came from external sources, while P2.62 billion was generated locally through taxes, fees, and other provincial operations.

External contributions included P1.3 million from the province’s share in government-owned and controlled corporations through the Philippine Charity Sweepstakes Office, as well as nearly P1.75 million from other national tax shares, including proceeds from national wealth.

Locally sourced income under the General Fund–Proper showed steady collections, with tax revenues reaching P512.43 million. 

Real Property Tax (RPT) accounted for the largest share at P268.6 million, followed by business taxes at P147.6 million. 

Other local taxes also contributed to the total.

Non-tax revenues reached P243.48 million, largely from service and user fees totaling around P220 million, along with P23.4 million from regulatory fees.

Income from provincial economic enterprises amounted to P250.89 million, while other receipts under the General Fund added P335.37 million.

Provincial-run hospitals emerged as leading income generators, posting P753.48 million in service revenues for the year.

The Cebu South and North Bus Terminals recorded combined earnings of P103.41 million, while the Provincial Inter-LGU Waterworks System generated P18.16 million.

The province’s Special Education Fund (SEF) reached P402.88 million, primarily driven by Real Property Tax collections of P386.3 million.

Interest income contributed an additional P16.6 million to the SEF.

Midyear data showed that by June 2025, the provincial government had already generated P4.52 billion, with P3.14 billion coming from external sources and P1.38 billion from local collections.

The Provincial Treasurer’s Office has yet to release the financial report for fiscal year 2024, leaving a full year-on-year comparison pending. (SBA)
