A newly built greenhouse at the Bureau of Jail Management and Penology (BJMP) Mandaue City Female Dormitory aims to give Persons Deprived of Liberty (PDL) hands-on agricultural training and a potential livelihood opportunity, jail officials said.
The facility, formally turned over on March 10, is part of a partnership with the Department of Agriculture Region 7 and supported by the local government to promote food production and skills development inside detention centers.
Female Dormitory Warden Jail Senior Inspector Ma. Roselle Paracale said the greenhouse will teach PDLs crop management and basic agribusiness while helping instill discipline and responsibility.
Produce such as lettuce, cucumbers, and other vegetables can be sold to generate income for the program.
Mayor Thadeo “Jonkie” Ouano welcomed the initiative, saying it prepares PDLs for reintegration into society.
“On behalf of the City of Mandaue, I would like to thank the Department of Agriculture and BJMP for making this initiative possible. Partnerships like this help us create programs that not only benefit the community but also give individuals a chance to start again,” Ouano said.
He added, “We hope this greenhouse continues to grow—not just vegetables and crops—but also discipline, confidence, and hope for a better future.”
The turnover ceremony was also attended by Wilberto Castillo, Mandaue City Agriculture Office head Pretty Sharon Mangadlao, Region 7 Jail Senior Superintendent Jessie Calumpang, BJMP Mandaue Jail Superintendent Jessie James C. Gingoyon, Executive Secretary Riczen Gingoyon, and other officials from the Department of Agriculture. (VCL)
