Good News for Traders: Cebu Ports Reduce Fees as Fuel Prices Soar

The Cebu Port Authority (CPA) will implement discounts and suspend selected port fees for two months to help domestic shipping operators and port users cope with the ongoing fuel crisis.

The move, approved under CPA Board Resolution No. 1377-2026 during the 289th regular meeting of the Cebu Port Commission on March 26, aligns with provisions of Republic Act No. 7621, or the CPA Charter, and Executive Order No. 110, which declared a state of national energy emergency.

Under the guidelines, domestic vessels docking or anchoring at Cebu ports will receive a 40 percent discount on berthing and anchorage fees.

The CPA will also suspend Roll-on/Roll-off (RoRo) wharfage fees for cargo vehicles transporting purely agricultural products, covering six-wheelers, prime movers without trailers, and larger trucks such as eight- and ten-wheelers, provided operators can show proof that their cargo consists solely of agricultural goods.

Passenger terminal fees at CPA-operated facilities will be waived during the two-month period. 

Fees for permits issued by the Harbor Control Center, including single entry passes, watering permits, bunkering permits, and related clearances, will also be suspended.

The temporary relief is intended to stabilize transport and logistics costs, particularly for essential goods such as food, amid rising fuel prices that have affected the domestic shipping sector.

The discounts and suspensions will take effect 15 days after the policy is published twice in a newspaper of general circulation and will remain in force for two months. 

The circular includes a repealing clause to amend or supersede previous inconsistent issuances. (LLP)
