Cebu Province, Cebu City Under Acting Leadership as Officials Travel Abroad

Cebu Province and Cebu City are under acting leadership this week as top officials are away on personal trips, with succession arrangements taking effect by law.

Cebu Vice Governor Glenn Anthony Soco is serving as acting governor from April 4 to April 8, 2026, during Governor Pamela Baricuatro’s foreign travel to Japan.

In a letter dated April 6, Department of the Interior and Local Government (DILG) Cebu Provincial Director Jesus Robel Sastrillo Jr. confirmed that Soco assumed the acting role for the duration of the governor’s absence. 

The same document designated 6th District Board Member Larenz Lagon as acting vice governor.

The DILG said the temporary leadership shift follows established protocols to ensure continuity of governance while the provincial chief executive is away.

In Cebu City, a similar arrangement is in place as Mayor Nestor Archival travels to France from April 4 to April 6. 

Vice Mayor Tomas Osmeña is serving as acting mayor, while Councilor Winston Pepito assumes the role of acting vice mayor during the period.

Local government succession rules automatically elevate next-in-rank officials to acting positions, ensuring uninterrupted delivery of public services and decision-making authority.

Both provincial and city governments reported no disruption in operations, with acting officials carrying out routine functions and attending to urgent matters while the elected leaders are temporarily abroad. (LLP)
