"Mayor of the Night": A 24/7 Government Hub for the City That Never Sleeps

For years, the graveyard-shift workforce of Cebu City has faced a frustrating dilemma: how do you process a government document, renew a license, or pay your taxes when public offices only operate while you are supposed to be sleeping?

As the recognized “BPO Capital of the South,” Cebu City is home to hundreds of thousands of call center agents, IT professionals, healthcare staff, and logistics workers who keep the global economy turning long after the sun goes down.To solve the 8-to-5 hurdle, the Cebu City Government officially launched the “Mayor of the Night” initiative in April 2026, establishing a 24/7 one-stop government services hub right at the doorstep of the city’s bustling business district.

Prime Location for Maximum Accessibility

Strategically located on the 2nd floor of the Cebu Exchange Tower along Salinas Drive in Barangay Lahug, the hub sits right across from Cebu IT Park—the epicenter of the city’s business process outsourcing (BPO) industry.

The proximity is intentional. By placing the 24/7 hub directly within the usual commuting routes of night-shift workers, the local government has effectively “adjusted the government to the people.” Residents no longer need to file a leave of absence or disrupt their sleep cycles just to handle standard administrative tasks.

A Comprehensive One-Stop Shop

The “Mayor of the Night” facility is not just a skeleton crew; it is designed to be a fully functional extension of City Hall, supplemented by major national agencies. Operating on a three-shift, round-the-clock schedule (including weekends), the hub offers a wide array of services.

Local City Services:

  • City Treasurer’s Office: For local tax payments and fee settlements.
  • Business Permit and Licensing Office (BPLO): For processing and renewing business documentation.
  • City Health Department: Essential for sanitary permits and health clearances.
  • Office of the Civil Registrar (OCR): For civil registry documents.
  • Cebu City Transportation Office (CCTO): For traffic-related clearances and violation settlements.

National Government Agencies:

Through dedicated partnerships, 10 major national agencies have committed to deploying staff to the hub. These include:

  • Financial & Benefits: SSS, Pag-IBIG, and PhilHealth.
  • Clearances & Identification: NBI, PSA (Birth Certificates), and PRC.
  • Labor & Transport: DOLE, LTO, and the Bureau of Internal Revenue (BIR).
  • Security & Mail: Cebu City Police and PhilPost.

The Leadership Behind the Night Hub

The program was formally established under Executive Order No. 027, signed by Mayor Nestor Archival Sr., which mandated the creation of “round-the-clock” city operations. However, the conceptualization and day-to-day oversight of the project are spearheaded by Vice Mayor Tomas Osmeña.

Despite the catchy “Mayor of the Night” branding, the initiative does not create a separate mayoral office. Instead, the Vice Mayor acts as the designated overseer and coordinator of the hub, ensuring that the executive functions of the city are effectively outsourced and managed during nighttime operations.

Looking Ahead: Easing Daytime Traffic and Bureaucracy

While the hub was built with the BPO sector in mind, its doors are open to all Cebu City residents. This inclusive approach offers a secondary, city-wide benefit: decongestion. By shifting thousands of routine transactions to the evening and early morning hours, the initiative is expected to drastically reduce daytime crowds at the main City Hall and ease traffic congestion during peak rush hours.

As the global outsourcing industry continues to expand, Cebu City’s “Mayor of the Night” serves as a modern, empathetic solution to workforce requirements. It proves that a city that never sleeps deserves a government that stays awake to serve it.
