Mandaue Council Orders Probe Into Illegal Garbage Dumping in Casuntingan

A garbage dump caught on camera in a clean stretch of Casuntingan has triggered a formal investigation order from the Mandaue City Council.

The Mandaue City Council has approved a resolution directing an investigation into the Mandaue City Environment and Natural Resources Office (MCENRO) and barangay officials after reports of illegal garbage dumping in Barangay Casuntingan.

The incident was reported at around 7:00 p.m. on April 11, 2026, along L.C. Cabrera Street near Gethsemane Church, where a multicab was allegedly seen dumping waste in an open area.

Councilor Jennifer del Mar, who authored the resolution, said the act undermines the city’s cleanliness efforts and poses environmental and health risks.

“We really felt bad kay the area was very clean unya labayan lang og basura,” Del Mar said in an interview on April 13, 2026.

The resolution directs MCENRO and barangay officials to conduct a full and impartial investigation to identify the vehicle, determine the source of the waste, and establish whether similar incidents have occurred in the area.

Authorities have reportedly already identified the multicab involved, though the type and origin of the garbage remain under verification.

Del Mar said the situation is particularly concerning for residents who may be exposed to unknown hazards from improperly disposed waste.

She also noted that CCTV footage may help determine whether the dumping has been a repeated practice or an isolated incident.

“We are investigating to make sure nga wala gyud ni nila regularly nga ginabuhat sa barangay,” she said.

The councilor stressed that MCENRO is expected to coordinate closely with barangay officials to expedite the probe and submit findings to the City Mayor’s Office and the Sangguniang Panlungsod.

Del Mar also acknowledged the city’s ongoing waste management challenges following the closure of the Binaliw Landfill, but said local offices continue efforts to maintain cleanliness across Mandaue.

Despite these efforts, she described the dumping incident as disrespectful to the city’s environmental programs.

“Kanang labayan lang kag basura nga ingon ana is such an insult for us,” she said.

She added that those responsible should be held accountable, stressing that illegal dumping cannot be tolerated.

“It is so easy for them to dump waste, 7PM, sayu pa kaayo, it means to say wala siyay respeto sa syudad… dili na siya pwede sa syudad, respetoa among syudad,” Del Mar said.

The resolution also requires a report of findings and recommendations to be submitted within a reasonable period for appropriate action. (VCL)
