Cebu 'almost' ready for ASEAN Leaders’ Summit

With only weeks left before the 48th ASEAN Leaders’ Summit 2026, Cebu has entered its final preparation stage as officials report that readiness is now close to completion.

Governor Pamela Baricuatro said during a Capitol press briefing that preparations have significantly progressed, with infrastructure, logistics, and security systems already in place and undergoing final adjustments.

Officials placed overall readiness at about 70 to 80 percent, with Baricuatro noting that Cebu is already largely prepared alongside national agencies leading the event.

“As far as this concern, 80 percent complete na with enhanced measures, emergency responses systems… Safe to say na in Cebu, we are ready,” she said.

She added that the summit is nationally led, with Cebu serving in a supporting role. The National Organizing Committee is expected to be fully deployed by April 30.

Security preparations continue to intensify, with an inter-agency briefing set on April 28 involving the DILG, Armed Forces, and other enforcement units. 

Emergency response systems in host areas have also been activated.

Authorities confirmed President Ferdinand Marcos Jr. is expected to attend, though his schedule has not yet been released.

Traffic management plans indicate minimal disruption, with officials saying road closures will only occur during convoy movements. Cebu City Mayor Nestor Archival said full-day closures are not expected.

In Lapu-Lapu City, temporary closures will be implemented along key routes from Mactan-Cebu International Airport to major hotels and venues, including Shangri-La, Mactan Newtown, and JPark. 

The Mactan Expo in Mactan Newtown will serve as the main venue.

Hotels across Lapu-Lapu, Mandaue, and Cebu City are already fully booked, with at least 11 heads of state and over 2,000 media personnel expected, although final figures are still being confirmed.

Infrastructure works are also nearing completion, with the Department of Public Works and Highways reporting that road improvements, lighting, and solar streetlight installations are almost finished.

“We’re almost prepared, malinis na malinis na ang lahat… everything on the part of DPWH is ready,” said DPWH Regional Director Engr. Simon Arias.

Local governments have also stepped up cleanup and beautification efforts. Archival said ASEAN-themed tarpaulins in some areas are part of preparations and not meant to conceal issues, adding that cleanup efforts continue in Pasil and other sites.

Mandaue City Mayor Jonkie Ouano said preparations are in the final stretch, particularly along transport routes, with systems and roadworks already in place.

As Cebu prepares to host the summit, Baricuatro urged residents to support the event and maintain cleanliness before and after the gathering.

“We are so glad that we have been chosen. As Cebuanos, we have to be grateful,” she said. (SBA)
