Duterte lead narrows as Robredo surges in early 2028 presidential survey

A tightening race emerged in early 2028 presidential preference results as Vice President Sara Duterte retained the lead while Naga City Mayor Leni Robredo posted a significant surge, according to OCTA Research.

The OCTA Tugon ng Masa survey, conducted from March 19 to 25 among 1,200 respondents nationwide, placed Duterte at 33 percent, down from 38 percent in the previous quarter.

Robredo followed at 21 percent, rising sharply from 8 percent and registering the largest gain among all listed figures. 

OCTA noted that the gap between the two narrowed from 30 percentage points to 12.

Manila Mayor Francisco “Isko Moreno” Domagoso registered 10 percent, up from 8 percent. Senator Raffy Tulfo posted 9 percent, down from 12 percent, while Senator Bam Aquino remained at 4 percent.

OCTA reported 2 percent undecided respondents and 1 percent refusals, while other names collectively accounted for 20 percent of responses, showing a highly fragmented field beyond the top tier.

The survey also remained within a ±3 percent margin of error at a 95 percent confidence level, with OCTA describing the results as an early-stage measure of voter sentiment.

Robredo confirmed her position in a radio interview, saying, “It is clear that this is where I will retire,” referring to Naga City. 

“I think we should move away from the mentality that there is a single savior, because there really isn’t one. No one has a monopoly on capability… As for me, I’ve already seen my own limitations. It seems that I’m really better suited here in local,” she added.
