A new set of ramps linking Cebu South Coastal Road (CSCR) to the Cebu–Cordova Link Expressway (CCLEX) is being pushed as a direct fix to choke points that have long slowed traffic between Cebu City and Mactan Island.
The Cebu Cordova Link Expressway Corp. (CCLEC) disclosed the plan on Monday, April 27, saying the project is designed to address limited access points that force motorists into longer and congested detours.
CCLEC President and General Manager Allan Alfon said current routing inefficiencies remain a major issue for vehicles entering Cebu City from Mactan.
He said motorists currently exiting CCLEX are funneled toward the South Road Properties (SRP), resulting in a longer loop before reaching central Cebu City, or are forced through F. Vestil Street, which often experiences heavy congestion during peak hours.
“If you are coming from Mactan and you drive through CCLEX, we will be putting an off-ramp. Coming from CCLEX, use the interchange, then you go straight to the city,” he said.
He added, “Right now, kasi, if you’re coming from CCLEX and you’re going to the city, you have to go to SRP. You are forced to drive a 7-kilometer loop. Imagine, the two ramps will save the motorist.”
Under the proposal, a new off-ramp will allow vehicles from CCLEX to enter Cebu City directly, bypassing the SRP detour.
A separate on-ramp is also planned along CSCR near Barangay Ermita. This will accommodate motorists coming from both uptown and downtown Cebu, including traffic along Osmeña Boulevard, M.J. Cuenco Avenue, Plaza Independencia, and nearby port areas.
CCLEC said the added access points are expected to redistribute traffic flow and reduce pressure on existing entry and exit routes.
The company also said the design supports broader plans to improve connectivity toward the Mactan-Cebu International Airport, strengthening CCLEX’s role as a key transport corridor in Metro Cebu.
The project timeline is estimated at about 18 months, pending approvals and coordination with concerned local government units.
The new plan comes alongside revisions to an earlier proposed Guadalupe ramp, which aimed to connect CCLEX to inner-city roads via V. Rama Avenue and C. Padilla Street but faced opposition from residents in several barangays over relocation and environmental concerns.
Final design details and implementation schedules for the CSCR–CCLEX interchange are still being finalized in ongoing discussions between CCLEC and the Cebu City Government. (LLP)
