MCWD starts exploratory drilling in Kalunasan for long-term water supply

Work has started on a long-awaited water source in Barangay Kalunasan as the Metropolitan Cebu Water District (MCWD) begins exploratory drilling aimed at easing supply shortages in upland parts of Cebu City.

MCWD announced on Monday, April 27, that drilling operations are now underway inside the Girl Scout Camp as part of efforts to develop a new groundwater source for communities that have long struggled with inconsistent access to potable water.

The move follows an earlier directive from the Cebu City Government instructing MCWD to prioritize Kalunasan, citing persistent supply gaps in the area.

The resolution was approved on February 3, 2026.

MCWD said it had earlier been allowed to conduct drilling in the area as far back as 2019, but no project moved forward at the time.

The latest push is intended to finally address long-standing access issues affecting residents and public facilities.

The focus is on upland portions of Kalunasan, where elevation has limited connection to existing distribution lines and left households dependent on unstable water sources, especially during peak demand and dry conditions.

MCWD said the well under development is intended to directly serve these communities once completed, with completion targeted within the year, subject to technical results.

The Cebu City Jail is among the facilities expected to benefit from the project.

The jail has operated for nearly two decades without a direct MCWD connection due to elevation constraints that have complicated water delivery.

Authorities said previous attempts to connect the facility to the network were hindered by its location, leaving it reliant on alternative arrangements that become more strained during dry months.

MCWD said the Kalunasan drilling is also expected to support nearby households that have long faced limited access to stable supply.

The water district said the activity is being carried out in coordination with local authorities and in compliance with environmental and safety requirements.

Once completed and proven viable, the Kalunasan well is expected to add a new source to Cebu City’s water system, particularly for upland areas that remain underserved by existing infrastructure. (LLP)
