ASEAN-EU summit in Cebu to tackle energy crisis, economic resilience push

Government leaders from Southeast Asia and European business executives are set to gather in Cebu next week to confront mounting energy disruptions and economic pressures that continue to strain the region’s growth outlook.

The ASEAN-EU Sustainability Summit will take place on May 7, 2026, a day before the 48th ASEAN Leaders’ Summit, bringing together policymakers, industry executives, and development partners to discuss resilience strategies and long-term sustainability measures for ASEAN economies.

Organizers said the meeting will focus on how ASEAN can strengthen its economic systems amid a worsening energy crisis, with Cebu hosting the event under conditions where a national energy emergency has been declared.

The summit will gather more than 200 participants from government, business, civil society, and development institutions, and is jointly organized by the EU-ASEAN Business Council and the European Chamber of Commerce of the Philippines, with endorsement from the Department of Trade and Industry under the Philippines’ ASEAN Chairmanship in 2026.

A ministerial panel will feature Philippine Finance Secretary Frederick D. Go and Indonesia’s Deputy Minister of National Development Planning Leonardo A. A. Teguh Sambodo. 

EU Ambassador to the Philippines Massimo Santoro will also take part in a dialogue on ASEAN-EU cooperation, alongside Climate Change Commission Vice Chairperson and Executive Director Robert E.A. Borje.

ASEAN Secretary-General Dr. Kao Kim Hourn, EU Ambassador to ASEAN Sujiro Seam, and representatives from the European Commission are expected to participate virtually.

Discussions will center on sustainability priorities identified under the Philippines’ ASEAN Chairmanship, including energy transition, green finance, circular economy development, sustainable trade, supply chain resilience, and climate-resilient agriculture.

Private sector participation will include representatives from multinational companies such as Boehringer Ingelheim, Coca-Cola, and Philip Morris International, alongside other industry stakeholders.

EU-ASEAN Business Council Executive Director Chris Humphrey said the region is facing overlapping crises that require coordinated action between governments and the private sector, emphasizing the need for long-term cooperation on sustainable growth.

European Chamber of Commerce of the Philippines President Paulo Duarte said the focus of the summit is to translate existing cooperation into practical outcomes, citing ongoing European initiatives supporting sustainable development across the region.

The agenda also includes discussions on supply chain resilience, with attention on safeguarding legitimate trade amid disruptions and preventing illicit activities during periods of economic stress.

Officials and industry leaders will also examine the impact of supply chain disruptions on agriculture and food security, including rising production costs and fertiliser shortages affecting farmers across ASEAN.

Representatives from Boehringer Ingelheim highlighted the importance of preventive approaches in strengthening animal health systems, farmer livelihoods, and trade stability.

Organizers said the summit aims to move discussions beyond policy dialogue toward practical cooperation between ASEAN and EU stakeholders as the region confronts energy constraints and economic headwinds.
