Residents moved to resort as Cebu tightens security for ASEAN Summit

Security preparations for the 48th ASEAN Leaders’ Summit have led to the temporary relocation of 66 families living behind the Mactan Expo in Lapu-Lapu City, as authorities tighten the perimeter around key event venues.

The affected residents were moved to a resort in Cordova beginning April 27, with the arrangement set to last until May 9, according to Edgar Forrosuelo, president of the Lampara Urban Poor Association, in a phone interview on May 4, 2026.

Forrosuelo said the relocation has been fully shouldered by the government, including accommodation and basic needs. He noted that room rates in the resort range from about ₱1,600 to ₱5,500 per night.

He added that families have been provided food and other assistance during their stay.

“Wala may reklamo ang mga naa diri sa among sakop, nakabakasyon pa hinuon sila,” Forrosuelo said.

Each family also received ₱2,000 in initial assistance, while government agencies have been conducting seminars and livelihood activities, including skills training such as food processing.

The relocation covers households that are among claimants of the land they occupy, which remains subject to a separate ownership dispute involving a private individual.

Security forces, including police personnel and members of the Presidential Security Command, have been deployed in the vacated area to prevent unauthorized entry as the summit approaches.

Forrosuelo said residents were informed that their community lies within the security perimeter of the Mactan Expo, located about 200 meters away.

“Ari lang sa mi samtang di pa mahuman ang ASEAN,” he said.

He added that while the move was necessary due to security requirements, residents were allowed mobility under strict monitoring while staying at the resort.

The relocation was coordinated by national and local agencies, including the Department of Social Welfare and Development and the City Social Welfare and Development Office.

Forrosuelo said the families agreed to the arrangement in support of the international event.

“Ang mga tao nakasabot man kaayo kay kinahanglan man kaayo og support para sa atong mga bisita,” he said.

The Lapu-Lapu City Social Welfare and Development Office has not issued a statement regarding the relocation. (VCL)
