All ASEAN leaders in Cebu, Myanmar represented by Permanent Secretary

Why does Myanmar appear differently from the rest of ASEAN at this year’s summit in Cebu?

ASEAN leaders will gather in Cebu for the 48th ASEAN Summit, but Myanmar stands out in the lineup as it sends senior officials instead of its head of state.

Foreign Affairs Assistant Secretary and ASEAN 2026 spokesperson Dominic Xavier Imperial confirmed that Myanmar will be represented by its Permanent Secretary of Foreign Affairs and its Senior Officials’ Meeting (SOM) leader, while leaders from the other 10 ASEAN member states attend the summit in person.

He said ASEAN leaders previously agreed on the representation arrangement for Myanmar, which remains in place.

Imperial linked the setup to the regional bloc’s continuing approach to Myanmar under the Five-Point Consensus, which calls for an end to violence, political dialogue, and humanitarian access.

He also confirmed that ASEAN has not reached a consensus on recognizing Myanmar’s recent election results, where military leader Min Aung Hlaing assumed the presidency after the 2021 military takeover.

“At the moment, ASEAN has not reached any consensus with regard to the recognition of the results of the election in Myanmar,” he said.

Imperial said ASEAN continues consultations among member states while keeping Myanmar engagement within existing frameworks.

The Philippines, as ASEAN Chair for 2026, continues coordination on Myanmar through Foreign Affairs Secretary Ma. Theresa Lazaro, who serves as Special Envoy of the ASEAN Chair.

ASEAN leaders meet in Cebu this week for the 48th ASEAN Summit, where Myanmar’s participation remains at senior official level rather than head-of-state representation.
