Baste Duterte alleges bribery in House impeachment

Davao City Mayor Sebastian “Baste” Duterte rallied supporters in Cebu over the weekend as political tensions escalated ahead of the House of Representatives’ plenary vote on the impeachment complaint against Vice President Sara Duterte.

At Casino Español de Cebu on Sunday, May 10, 2026, hundreds of supporters attended the Visayas expansion of the Reform Alliance for Accountability, Good Governance and Ethics (RAGE) Coalition.

Duterte urged Cebuano supporters and local lawmakers to reject the impeachment complaint, while reiterating claims that some House members were allegedly offered incentives in exchange for their support.

He claimed these included P200 million worth of infrastructure projects, P3 million monthly allocations under Maintenance and Other Operating Expenses (MOOE) for 12 months, and an upfront P20 million incentive tied to the impeachment move.

House Deputy Speaker Janette Garin strongly rejected the allegations, calling them “entirely false” and mathematically impossible given the size of Congress.

“Not true. Entirely false. P20 million upfront would translate to approx[imately] P6 billion considering the current membership of congress. P3 million per month for a year will translate to approximately P10 billion. Super impossible. Best for his informant to come out and show proof,” Garin said in an interview with The Manila Times.

The launching came just before the House of Representatives, composed of 318 members including Cebu’s 13 lawmakers, was expected to vote on whether to advance the impeachment complaint. 

At least 106 affirmative votes are required for the Articles of Impeachment to be transmitted to the Senate.

The complaint includes allegations of misuse of P612.5 million in confidential funds, P6.77 billion in alleged unexplained wealth, bribery accusations, and claims of threats against top national officials.

The House was expected to decide whether the complaint would proceed to the Senate for trial, where a separate proceeding would determine the Vice President’s political fate.
