The Cebu City Police Office clarified that the alleged hostage-taking incident circulating on social media involving Freedom Park along Magallanes Street in Barangay Ermita, Cebu City, was false and misleading.
According to the CCPO, the activity seen in viral videos was actually part of a Simulation Exercise (SIMEX) conducted by personnel of Police Station 4 at around 10:30 a.m. on May 21, 2026. The exercise formed part of the police office’s capability enhancement and operational readiness program aimed at improving response procedures during critical incidents and emergency situations, particularly hostage and crisis scenarios.
Authorities explained that proper coordination and preparations were conducted before the activity. Tarpaulins and visible notices bearing the words “ON-GOING SIMULATION EXERCISE” were also strategically placed around the area to inform the public and prevent unnecessary panic or alarm.
The CCPO expressed concern over the spread of misinformation online and urged the public to practice responsibility and discernment when using social media platforms. Police officials encouraged netizens to verify information from legitimate and official sources before posting or sharing unverified reports that may create confusion, fear, and public concern.
The police office also assured the public of its continued commitment to maintaining public safety, transparency, and professionalism in all police operations and activities.
