Department of Trade and Industry Proposes Mandatory Certification for Solar Energy Systems to Safeguard Consumers

As the adoption of solar energy continues to grow across the Philippines, the Department of Trade and Industry (DTI) is moving to strengthen consumer protection through a proposed mandatory product certification program for solar energy systems sold in the country.

The initiative comes as more Filipino households, businesses, and institutions invest in solar technology to reduce electricity expenses, improve energy security, and contribute to a cleaner environment. With the increasing demand for solar products, the DTI emphasized the importance of ensuring that systems entering the local market meet established quality and safety standards.

Under the proposed regulation, solar energy systems will be required to comply with Philippine National Standards (PNS), providing consumers with greater assurance that the products they purchase have undergone proper testing and evaluation. The agency said the measure is designed to protect the public from substandard and potentially unsafe products that may fail prematurely, underperform, or pose risks to homes and commercial establishments.

The DTI also noted that the regulation seeks to prevent the Philippines from becoming a dumping ground for low-quality solar products that may have been rejected by other countries. By implementing clear and enforceable standards, the government aims to foster a more reliable and trustworthy solar energy market while encouraging responsible industry growth.

According to the agency, the proposed certification system will recognize test reports issued by accredited and recognized testing laboratories. The regulation will focus solely on the quality and compliance of solar products and will not cover the installation, mounting, or construction aspects of solar energy systems.

Industry stakeholders have welcomed efforts to improve product quality as the country accelerates its transition toward renewable energy. Experts have long emphasized that maintaining high standards is essential to ensuring the long-term performance, safety, and durability of solar installations, particularly as more consumers seek alternatives to rising electricity costs.

The DTI underscored that safeguarding consumer interests and maintaining confidence in renewable energy technologies are key components of the country’s broader sustainability goals. By ensuring that only compliant and reliable products reach the market, the government hopes to support the continued expansion of clean energy while protecting investments made by Filipino consumers.

The agency is currently inviting stakeholders, industry participants, and members of the public to provide comments, suggestions, and feedback on the proposed regulation. Submissions will be accepted until July 25, 2026, through the email address OASFTG@dti.gov.ph.

As the Philippines works toward a more sustainable and energy-resilient future, the proposed certification requirement represents a significant step toward strengthening consumer protection, enhancing product quality, and promoting responsible growth within the country’s solar energy sector.
