The Department of Veterinary Medicine and Fisheries (DVMF) of the Cebu City Government has issued an official statement following an incident involving dogs allegedly left inside a parked vehicle for several hours at SM Seaside City Cebu.
According to the agency, an investigation team was immediately dispatched to gather relevant information and evidence regarding the case. The findings of the investigation will be formally endorsed to the Cebu City Legal Office for appropriate legal review and possible action. Authorities noted that the pet owner involved is reportedly a resident of Argao, Cebu.
As part of its recommendations, DVMF is also preparing to endorse a proposed resolution to the Cebu City Council. The resolution seeks to remind all establishments with parking facilities—particularly pet-friendly malls and commercial centers—about City Ordinance No. 1877, which strictly prohibits leaving dogs, cats, and other animals inside fully enclosed vehicles with closed windows within Cebu City.
The proposed measure will also encourage establishments to immediately report similar incidents to authorities for prompt response. Officials emphasized that such actions may constitute violations not only of local ordinances but also of Republic Act No. 8485 or the Animal Welfare Act, especially when animal welfare is compromised.
DVMF reminded pet owners of their responsibility to ensure the safety and well-being of animals at all times. Leaving pets unattended inside vehicles, particularly under hot weather conditions or for extended periods, can result in severe stress, injury, or even death.
The agency reiterated its call for responsible pet ownership and stronger coordination between establishments and authorities to prevent similar incidents in the future.
