The Cebu Provincial Government has launched a new digital platform aimed at changing how infrastructure projects are monitored and managed, in a move officials said is intended to strengthen transparency and improve public service delivery.
The Cebu Infrastructure Project Management and Monitoring System (CIPMMS) was formally launched on Monday, June 8, at the Cebu Provincial Capitol.
The system functions as an online dashboard that consolidates data on provincial infrastructure projects into a single accessible platform.
It allows users to track projects from planning to completion, providing real-time updates on progress and implementation status across various provincial initiatives.
Officials said the platform is part of a broader effort to modernize government processes and improve coordination among offices involved in infrastructure development.
Governor Pamela Baricuatro said the launch reflects the administration’s commitment to transparency and results-driven governance.
“This event is a testament that we really walked the talk,” Baricuatro said.
She added that the provincial government continues to prioritize reforms in governance systems, particularly those that promote accountability and efficiency in public service.
Baricuatro also acknowledged the technical teams behind the system, led by the Provincial Planning and Development Office and the Information and Communications Technology Office, in coordination with other departments.
“We desired methods improvement, transparency, and accountability in governance, and as shown by Eli during his presentation, this is being delivered through the CIPMMS,” she said.
Beyond infrastructure monitoring, the governor said the province is also reviewing other government services, including the Assistance for Individuals in Crisis Situations (AICS) program, as part of ongoing streamlining efforts.
She said reforms will focus on reducing processing time, addressing procedural gaps, and strengthening monitoring systems across Capitol offices.
“These changes aim to identify and eliminate inefficiencies while strengthening how we deliver services to the Cebuano people,” Baricuatro said, adding that reforms will continue until provincial services are fully streamlined.
Provincial Planning and Development Office Executive Assistant V Elizar Sabinay said the system was designed to improve efficiency while increasing public access to information on government projects.
“The goal as to the instruction of Gov Pam is to really provide service efficiency, system improvements that will reflect better services to the public,” Sabinay said.
He added that key oversight bodies, including the Provincial Development Council and the Provincial Project Monitoring Committee, have been reactivated to strengthen project monitoring.
Sabinay said the CIPMMS also allows the public to view infrastructure projects in sectors such as health, agriculture, and tourism, with records dating back to 2025 included in the system.
Provincial Administrator Atty. Ace Durano said the platform is part of broader institutional reforms under the current provincial leadership.
He said it aligns with the province’s governance framework anchored on accountability, transparency, and responsiveness to public needs.
Durano also emphasized the role of Systems Improvement Officers in ensuring accurate data encoding, monitoring, and coordination across offices.
He said the system ensures infrastructure projects are not only implemented but also properly documented and evaluated based on measurable outcomes.
Durano added that the initiative supports broader open governance efforts and complements transparency mechanisms implemented by national agencies such as the Department of Public Works and Highways (DPWH).
With the system in place, Capitol officials expressed confidence that infrastructure delivery in Cebu will become more transparent, coordinated, and efficient in the years ahead.
