Cebu Capitol revises Balili estate plan, eyes sports hub transfer to north Cebu

Less than a month after unveiling an ambitious development blueprint for the Balili property in Naga City, the Cebu Provincial Government is now reviewing potential revisions that could significantly reshape the project’s original design.

Governor Pamela Baricuatro said discussions are ongoing to adjust portions of the planned 45-hectare estate, including the proposed relocation of the sports complex from Naga City to northern Cebu.

The proposal emerged following consultations with local stakeholders and project partner MTD Philippines Inc., as provincial officials reassess how the government-owned property can best support long-term development goals.

Baricuatro said Bogo City is being considered as a possible site for the sports hub component, as planning also explores broader infrastructure expansion in northern Cebu.

“There could be a big possibility nga ang atong sports hub sa Bogo because actually nag tabi mi sa MTD, gusto sad nila nga naay airport,” she said.

She also confirmed that discussions included the potential development of an airport in Medellin, which may complement future investment plans and improve connectivity in the northern part of the province.

Although still in the conceptual stage, the revisions reflect a shift toward aligning major infrastructure projects with local priorities and economic opportunities.

Baricuatro said Naga City officials, led by Mayor Valdemar Chiong, have expressed interest in using the Balili property as an economic zone aimed at attracting investors and generating employment.

“Nihangyo man gud si Mayor Val nga he would want to use the area for economic zone which could also generate jobs,” the governor said.

She added that the provincial government is open to the proposal and is willing to adjust the development plan to align with the city’s direction, emphasizing the importance of coordination with local government units.

“Lisod sad kaayo nga magbutang tag project nga dili agreeable ang LGU and it’s not my style to impose on them,” Baricuatro said.

Despite the proposed changes, Baricuatro said one key component of the original plan will remain in place—the Mega Food Hub.

“Basta ang Mega Food Hub has to be there, non-negotiable jud na,” she stressed.

The governor said the project is backed by a proposed P1-billion allocation from the Department of Agriculture and is envisioned to become the first major food hub of its kind outside Luzon.

Provincial officials said the master plan remains flexible, but the food security component will stay central to the Balili estate development.
