LTFRB urges public to report jeepney drivers refusing passengers

The Land Transportation Franchising and Regulatory Board (LTFRB) on Friday urged commuters to report public utility vehicle (PUV) drivers who refuse to accept passengers, saying such violations undermine commuter rights and public transport discipline.

LTFRB Chair Vigor Mendoza II said complaints from the riding public are essential in identifying and penalizing erring drivers and operators, stressing that refusal of service remains a punishable offense under existing regulations.

“I encourage all our kababayan to immediately report similar cases, and it applies to all public utility vehicles. Kaya malakas ang loob ng karamihan sa mga ito dahil walang nagrereklamo,” Mendoza said.

Mendoza also disclosed that he personally encountered a ride-hailing driver, identified through plate number NHD-1729, who refused service while he was observing public transport operations in Metro Manila on Thursday.

He said the incident highlights the need for stricter enforcement and stronger public participation in reporting violations.

The LTFRB said refusal of service violates Item No. 2, Section IV of Joint Administrative Order No. 2014-01, which requires PUV drivers and operators to accommodate passengers without discrimination or unjust refusal.

Following the incident, the agency issued a show cause order (SCO) against the operator of the ride-hailing vehicle, requiring an explanation within five working days why her provisional authority should not be suspended or revoked.

The operator has been summoned to a hearing on June 23. Failure to respond or appear will be considered a waiver of the right to be heard and may result in a fine of P5,000, the LTFRB said.

The agency encouraged commuters to file complaints through its official email, social media channels, or hotline 1342.

Mendoza said public cooperation is key to improving transport services.

“Let us work together not only to keep our roads safe but also to ensure that passenger rights and protection are respected and observed,” he said.
