Filipinos entering the workforce for the first time may not need to spend money on several pre-employment requirements, thanks to a law designed to ease the cost of job hunting.
Under Republic Act No. 11261, also known as the First Time Jobseekers Assistance Act, qualified applicants are entitled to free issuance of various government documents commonly required by employers.
Among the documents covered are barangay clearances and certifications, police clearances, NBI clearances, Tax Identification Numbers (TIN), and civil registry documents issued by the Philippine Statistics Authority (PSA), including birth and marriage certificates.
According to the Department of Labor and Employment (DOLE), the program aims to reduce the financial burden faced by first-time jobseekers as they prepare their employment requirements.
To avail of the benefit, applicants must be Filipino citizens who are seeking employment for the first time. They must also have lived in the barangay issuing the certification for at least six months. The barangay certification serves as proof of eligibility and must be presented when requesting the covered documents from participating government agencies.
The privilege is limited to a one-time use, allowing beneficiaries to obtain one free copy of each covered document or complete one free transaction under the program. The PSA’s 2026 Citizen’s Charter likewise confirms that first-time jobseekers may receive one free copy of their birth certificate under the law.
For many new graduates and first-time applicants, the measure provides practical support by helping them save on expenses before securing their first job.
Authorities encourage aspiring workers to verify their eligibility before paying for any pre-employment documents, as they may already qualify for the free assistance program.
