Cebu Governor Pamela Baricuatro has stressed the importance of direct and proper communication between local government units and the Capitol, saying clearer coordination helps speed up the resolution of concerns involving provincial projects and disaster-related repairs.
The governor issued the statement in response to earlier appeals from Compostela Mayor Felijur “Jury” Quiño regarding unfinished road and bridge projects in the municipality, including infrastructure damaged by Typhoon Tino.
Baricuatro said the provincial government remains open to assisting LGUs but emphasized that timely feedback from local officials is crucial in addressing on-the-ground issues.
She noted that concerns must be properly relayed to allow the Capitol to act accordingly, adding that the provincial government cannot respond to problems it is not fully informed about.
Baricuatro explained that delays in some projects were not due to inaction but were largely caused by documentary and permitting requirements that must be complied with before implementation can proceed.
She cited processes involving the Protected Area Management Board (PAMB), which must issue clearances for certain infrastructure works in affected areas.
Despite the delays, the governor said the provincial government is ready to proceed once all necessary approvals are secured.
She also acknowledged that local officials in Compostela had already implemented an alternative route while awaiting the continuation of the main project, which she said reflects both urgency and adaptability at the local level.
Baricuatro underscored that communication between LGUs and the Capitol should be mutual and consistent, especially in addressing infrastructure concerns and disaster recovery needs.
She added that many mayors regularly coordinate with the provincial government during official visits and meetings, and that assistance is provided regardless of political alignment when resources allow.
The governor’s remarks came after Mayor Quiño earlier appealed for the immediate rehabilitation of a damaged provincial road in Barangay Mulao, Compostela, citing its importance for transportation and the movement of essential goods for residents.
