The Lapu-Lapu City Government and the Department of the Interior and Local Government (DILG) Central Visayas have launched a women-centered community initiative aimed at strengthening livelihood opportunities and financial inclusion in island barangays.
The “Amuma sa Barangay” program was formally launched at the Mini Hoops Dome in Barangay Talima on June 22, gathering local officials, DILG representatives, community leaders, and residents from Olango Island barangays.
The program is designed to support women’s economic participation through financial literacy training, livelihood support, and community-based savings schemes intended to boost household income and promote economic resilience.
DILG Lapu-Lapu City Director Dr. Neila Aquino highlighted the importance of community participation in sustaining local development programs, particularly those focused on women’s empowerment.
Lapu-Lapu City Mayor Ma. Cynthia “Cindi” King-Chan said the initiative reflects the city’s commitment to bringing government services closer to island communities, including residents of Olango.
DILG regional officials presented the program framework, which promotes collective savings practices and improved financial management among participating members.
As part of the launch, members from participating barangays received “Amuma kits” containing materials for savings tracking and record-keeping.
Several government agencies also extended services during the event.
The Lapu-Lapu City Attorney’s Office, Human Resource Management and Development Office, and the Mactan Island Lawyers League provided legal assistance, including consultations and document processing support.
The Philippine Statistics Authority (PSA) and the Local Civil Registrar also conducted mobile registration services, assisting residents with birth certificate requests, civil registry concerns, and Certificate of No Marriage (CENOMAR) applications.
