The Cebu Provincial Government has institutionalized “Ato ang Sugbo Katilingbanong Serbisyo Award sa Sugbo” (Ato ang Sugbo KSAW), the province’s official recognition program for exceptional collaborations with local government units (LGUs) and civil society organizations (CSOs) recognizing good governance and community development.
Following the enactment of Executive Order No. 34, Series of 2026 last June 8, Governor Pamela Baricuatro established the province-wide awards program to encourage stronger citizen participation, promote good practices among LGUs, and support Sustainable Development Goals (SDGs) and the Department of the Interior and Local Government’s (DILG) Seal of Good Local Governance (SGLG).
In partnership with the DILG, the program seeks to promote innovation, transparency, accountability, inclusive development, and CSO contributions to encourage the replication of successful development initiatives across the Cebu province.
Eligible nominees include LGUs, registered people organizations, non-government organizations, and cooperatives operating in Cebu Province. Nominees may be submitted by LGUs, DILG field officers, accredited CSO federations, or through self-nomination with the support of LGU endorsements.
The Ato ang Sugbo KSAW will award one Outstanding LGU-CSO Partnership Award as its flagship recognition, along with first, second, and third runners-up. It will also recognize outstanding initiatives in 12 special award categories from good governance and sustainability awards to youth and women empowerment recognitions.
A Provincial Awards Committee will be chaired by Baricuatro and co-chaired by DILG Cebu Provincial Director Dr. Jesus Robel Sastrillo Jr. to oversee the evaluation and selection of awardees. A separate technical working group will assist in developing the evaluation guidelines and managing the awards process.
Awardees may receive plaques and certificates of recognition, official provincial citations, monetary incentives subject to funding availability, capacity development opportunities, endorsements to national awards, and inclusion in the province’s Best Practice Compendium.
