Cebu City ready for first concert at SM Seaside Arena

Thousands of fans heading to the South Road Properties (SRP) for a major P-pop concert on Saturday, July 11, will face temporary traffic adjustments as the Cebu City Government implements a truck ban and adds public transportation services to manage expected congestion.

Mayor Nestor Archival signed Executive Order No. 085, Series of 2026, imposing a temporary ban on trucks and other heavy vehicles along major SRP roads from 4 p.m. until midnight.

The restriction covers F. Vestil Road, Cebu South Coastal Road, SRP Bypass Road, El Pardo Road, and the SRP Backroad.

The order applies to six-wheeler trucks and larger cargo vehicles, cargo vans exceeding 4,500 kilograms gross vehicle weight, trailers, and other hauling or delivery vehicles passing through the affected roads during the implementation period.

Exempted from the restriction are emergency vehicles such as fire trucks, ambulances, and police vehicles, as well as government vehicles on official duties, utility service vehicles responding to emergencies, and vehicles carrying perishable goods, petroleum products, and other essential supplies. These vehicles must coordinate with the Cebu City Transportation Office (CCTO).

To accommodate concertgoers, the city government will also increase public transport services before and after the event.

“A total of 30 CIBUS units will also be available to serve passengers,” Archival said in a public advisory.

The CIBUS route will cover IL Corso to SM Seaside, F. Vestil Road, N. Bacalso Avenue, Cebu South Bus Terminal, Osmeña Boulevard, the Capitol area, Escario Street, Ayala Center Cebu, and Cebu IT Park.

Additional buses will operate from Parkmall and JMall to SM Seaside for commuters from the north, while more units will be deployed from Parkmall, SM City Cebu, Robinsons Galleria Cebu, and Plaza Independencia. The city estimated waiting times at around 10 minutes.

For commuters from the south, buses from Talisay City and Minglanilla will operate from 6 a.m. to 11 a.m., with additional units to be added depending on passenger demand.

After the concert, additional buses will be deployed beginning at 9 p.m. for northbound and southbound routes.

Operations will continue until 1 a.m. or longer if needed.

The executive order tasked the CCTO, in coordination with the Philippine National Police, Traffic Enforcement Unit, and other concerned offices, to oversee the implementation of the truck ban through traffic personnel, road signs, and barricades at key access points.

The CCTO was also directed to release rerouting plans and traffic advisories for motorists and freight operators affected by the temporary restriction.

The order cited provisions of the Local Government Code of 1991 and the Land Transportation and Traffic Code, as well as a resolution from the Cebu City Traffic Management Council approved on July 10 recommending the temporary truck ban to help ease congestion during the concert.

Archival urged motorists and concertgoers to plan their trips ahead of time, use available public transportation, and follow traffic advisories.

“Naghangyo ko sa tanang motorista ug concertgoers nga magplano daan sa inyong biyahe, gamita ang available public transportation, ug sunda ang traffic advisories. Ang inyong kooperasyon makatabang aron magpabiling hapsay ang trapiko ug luwas ang tanan,” the mayor said.
