RDC seeks release of P2.9B aid for 14 Cebu LGUs hit by Typhoon Tino

The Regional Development Council (RDC)-7 is seeking the immediate release of nearly P2.9 billion in rehabilitation funds for 14 Cebu local government units (LGUs) affected by Typhoon Tino.

The proposed P2.941-billion assistance is being requested under the Disaster Rehabilitation and Recovery Assistance Program (DRRAP) of the National Disaster Risk Reduction and Management Fund (NDRRMF).

The RDC endorsed a resolution urging the Department of National Defense (DND) to prioritize the approval and release of the requested funds to help affected communities begin and sustain rehabilitation efforts.

The Office of Civil Defense (OCD)-7 has completed and submitted the documentary requirements for the funding requests of the 14 LGUs, allowing the proposals to proceed for evaluation by the national government.

In its resolution, the RDC asked the DND to prioritize the release of DRRAP funds for Typhoon Tino-affected LGUs, as well as funding support for earthquake rehabilitation projects in Cebu.

Among the LGUs included in the proposed allocation, Consolacion has the highest requested amount at P514.82 million.

Danao City follows with P460 million, while Talisay City has a proposed allocation of P415 million. Cebu City is also included with a proposed P323.02 million allocation.

Other LGUs included in the request are Compostela with P258.6 million, Liloan with P252 million, Mandaue City with P183 million, San Francisco with P149 million, Toledo City with P135 million, and Balamban with P133.62 million.

The municipalities of Asturias, Pilar, Tudela, and Poro are also part of the funding proposal, with requested allocations ranging from P16.7 million to P58.78 million.

The RDC said the proposed DRRAP funding will support rehabilitation and recovery activities in communities affected by Typhoon Tino, which struck Cebu on Nov. 4, 2025.

Aside from the typhoon recovery funds, the RDC is also pushing for the release of additional national funding for Cebu’s earthquake rehabilitation efforts.

The council is requesting the Department of Public Works and Highways (DPWH) Central Office to release the remaining P3.637 billion under the Quick Response Fund for the repair of schools and bridges damaged by the magnitude 6.9 earthquake that struck Cebu on Sept. 30, 2025.

The RDC is also supporting the DPWH Region 7 request for P105.6 million for the construction of four Tent Cities or Smart Houses and the rehabilitation of two local government buildings.

In a separate resolution, the council urged the DPWH Central Office to prioritize the approval and release of the remaining Quick Response Fund allocation for earthquake-damaged structures in Cebu.

The RDC said the immediate release of the requested funds would help restore damaged public infrastructure, speed up community recovery, and improve Cebu’s disaster preparedness and resilience.
