The Cebu Provincial Government has created a coordinating body that will oversee the implementation of the Community-Based Monitoring System (CBMS), aiming to strengthen data-driven planning, policymaking, and delivery of public services across the province.
Governor Pamela S. Baricuatro signed Executive Order No. 31, Series of 2026, establishing the Provincial Community-Based Monitoring System Coordinating Board (PCCB), which will supervise the implementation of CBMS operations in Cebu.
The executive order cited Republic Act No. 11315, or the Community-Based Monitoring System Act, which institutionalized the conduct of CBMS in all cities and municipalities as a tool for evidence-based planning, poverty monitoring, and program implementation.
Under the law, CBMS is a technology-based system that collects, processes, and validates disaggregated data from communities.
The information gathered will help government agencies identify beneficiaries, develop local plans, and assess the effectiveness of public programs.
The provincial government said the creation of the coordinating board recognizes the need for accurate and timely information to guide decisions on policies, resource allocation, and development programs.
The executive order emphasized “the importance of accurate, timely, and reliable local data in formulating policies, allocating resources, and evaluating development outcomes across all sectors.”
The PCCB will be chaired by Baricuatro, while the Chief Statistical Specialist of the Philippine Statistics Authority-Cebu Provincial Statistical Office will serve as vice chairperson.
Representatives from various provincial offices will serve as members of the board, including those from planning and development, engineering, health, social welfare, environment, budget, legal, information, disaster management, and public safety offices.
As chairperson, Baricuatro will provide overall leadership and direction for CBMS implementation and ensure that member agencies fulfill their respective responsibilities.
The governor is also authorized to address implementation concerns, resolve issues raised by the board, elevate unresolved matters to appropriate authorities, and preside over PCCB meetings.
Meanwhile, the PSA-Cebu Provincial Statistical Office will provide technical assistance, ensure compliance with national standards and operational guidelines, and coordinate with government agencies and local government units regarding CBMS implementation.
Member agencies of the coordinating board will assist in logistics, administrative support, personnel deployment, information campaigns, and other activities needed to carry out the monitoring system.
They are also tasked to promote the use of CBMS-generated data in local development planning and policymaking and provide recommendations based on information gathered from communities.
To support the board’s operations, the CBMS Focal Person of the PSA Cebu Provincial Statistical Office has been designated as the PCCB secretariat, providing administrative and technical support for the implementation of the system.
