Cebu City is moving toward a more digital government system as it prepares to roll out a mobile application that will allow residents to access public services, submit complaints, and make digital payments through a single platform.
Mayor Nestor Archival Sr. said the city is targeting an initial rollout of the application in August, although the platform will first undergo testing and gradual implementation before additional features are added.
The city is currently testing Citizen Action 360, the application’s first feature focused on waste management reporting, as officials evaluate the system’s performance before expanding it to other government transactions.
“Hopefully, within August, makasulod na ta sa app hinay-hinay. Testing una, testing,” Archival told reporters on Monday.
Archival said the city chose the waste reporting feature as the first component because it allows officials to assess the entire complaint process, from submission to response and resolution.
Through the pilot system, residents can report garbage-related concerns by uploading photos through the application. When location services are enabled, reports are automatically geotagged, allowing authorities to identify the exact location of the concern.
The reports are then forwarded to the Department of Public Services (DPS), whose operations team will respond to the complaint. Once the issue is addressed, the system provides feedback to the resident who submitted the report.
The city government has yet to officially commission the application, saying further refinements are still needed before a wider launch.
Archival said the long-term goal is to develop the platform into a one-stop digital gateway for various City Hall services.
Among the services being considered for integration are traffic-related concerns, reports on illegal vendors and road obstructions, complaints involving people sleeping along streets, and transactions with the Business Permit and Licensing Office (BPLO).
However, the mayor emphasized that the success of the platform will depend on the readiness of city departments to respond quickly to concerns submitted through the system.
Aside from the citizen reporting feature, the city is also developing a digital payment system that could eventually be integrated into the application.
Archival said the payment feature is still being processed as the city completes documentary requirements with its partner bank.
Testing for the payment system has already started, but the feature has not yet been added to the application.
For now, Cebu City’s information technology personnel are developing the platform internally.
Archival said the city will evaluate the performance of the waste reporting and payment systems before deciding whether to engage a third-party developer to speed up expansion.
He said the city hopes to complete the procurement process before the end of the year to allow additional services to be introduced in 2027.
The Cebu City Public Information Office earlier announced the limited pilot testing of Citizen Action 360, describing it as an online platform aimed at making waste management reporting more accessible, transparent, and efficient.
Residents participating in the pilot can submit reports, track the status of their complaints, and provide feedback to help improve the system before its full implementation.
