The Government Service Insurance System (GSIS) has refunded P9.06 billion in loan amortizations to more than 500,000 members and pensioners in just 24 days under the expanded Balik Ginhawa 2 program, significantly speeding up the delivery of financial relief compared to the original rollout.
In a statement Tuesday, GSIS said the accelerated implementation supports President Ferdinand Marcos Jr.’s directive to provide timely financial assistance to Filipinos.
The state pension fund said total refunds released under both the original Balik Ginhawa program and its expanded second phase have now exceeded P18 billion.
According to GSIS, the original Balik Ginhawa program took about three months to complete, while Balik Ginhawa 2 surpassed the P9-billion mark and reached more than half a million beneficiaries in less than a month.
The expanded program allows qualified members and pensioners to recover previously paid monthly loan amortizations, with the refunded amounts deposited directly into their designated GSIS bank accounts.
Borrowers will continue paying their loans under the original terms, while the refunded amortizations will be recovered through a corresponding extension of the loan repayment period.
GSIS expanded the coverage of the program from three monthly amortizations to as many as six.
The initial implementation covered eligible payments made from December 2025 to February 2026, while Balik Ginhawa 2 now also includes amortizations paid from March to May 2026.
The pension fund also introduced a new feature in its GSIS Touch mobile application that allows borrowers who received less than their expected refund to check whether they still have remaining refundable amounts and immediately submit another application.
“Through this feature, we are making sure that those who are still entitled to a refundable amount can easily verify their eligibility and receive the remaining benefit due them,” GSIS President and General Manager Wick Veloso said.
GSIS clarified that participation in the program is voluntary and that refunds are credited only to a member’s designated GSIS account, not to their payroll account.
Eligible members and pensioners may verify their eligibility and submit applications through the GSIS Touch mobile application.
