The Department of Budget and Management (DBM) has submitted to President Ferdinand R. Marcos Jr. the proposed P7.2-trillion National Expenditure Program (NEP) for fiscal year 2027, setting the stage for the next phase of the government’s annual budget process.
Palace Press Officer Claire Castro said Monday that DBM Secretary Kim de Leon presented the proposed spending program to Marcos during a meeting at Malacañang.
The proposed budget carries the theme “People-Centered Growth for an Inclusive and Resilient Future,” reflecting the administration’s stated priorities for the 2027 fiscal year.
The spending plan prioritizes education, health, livelihood, national security and community development, according to Castro.
The government also aims to maximize the use of public funds by improving government services and expanding opportunities for Filipinos.
The proposed P7.2-trillion budget covers the spending program that the executive branch intends to implement in 2027.
It will now move to the legislative branch for consideration and deliberation.
The NEP serves as the basis for the General Appropriations Bill, which Congress will review before eventually enacting it into law.
The submission of the proposed spending program to the President precedes its formal transmission to Congress, where lawmakers will scrutinize the proposed allocations and may introduce changes during the budget deliberations.
The DBM is set to formally submit the 2027 NEP to Congress on Tuesday.
The submission will mark the next step in the annual national budget process, which will determine how government funds are allocated across departments, programs and public services for the coming fiscal year.
