Cebu City gets P195M for waste management, community facility

The Cebu City Government has secured P195 million in national funding for a materials recovery facility in Barangay Mambaling and a multipurpose building in Barangay Kalunasan.

The larger P145-million allocation will finance the establishment of a materials recovery facility (MRF) in Mambaling, while P50 million will fund the construction of a multipurpose building in Kalunasan.

The Bureau of the Treasury Regional Office VII confirmed the allocations through notices of authority to debit account issued to Cebu City Mayor Nestor Archival Sr. on July 29, 2026.

Both projects are funded under the Local Government Support Fund-Financial Assistance to Local Government Units (LGSF-FALGU) program using continuing appropriations from the 2025 General Appropriations Act, or Republic Act No. 12116.

The Mambaling project is formally identified as the “Establishment of Material Recovery Facility with sorting station, drop-off center, composting facility, and recycling facility.”

The facility is expected to strengthen the city’s capacity to sort, recover and process waste before final disposal, including recyclable and compostable materials.

The remaining P50 million will go toward a multipurpose building in Barangay Kalunasan. The Treasury documents do not specify the building’s final design, programs or construction schedule.

Implementation details, including procurement and structural plans, will be handled by the city government in accordance with government rules.

Although the funds have been released to the city government, construction has yet to begin and the projects remain subject to the required procurement, budgeting, accounting and auditing procedures.
