The Office of the Vice President (OVP) is seeking P785.204 million for 2027, with more than two-thirds of the proposed allocation set for operating expenses that include direct assistance programs.
The proposed budget under the 2027 National Expenditure Program is 11.7 percent lower than the P889.236 million appropriated to the OVP for 2026, according to the agency.
The Department of Budget and Management-endorsed allocation includes P220.232 million for Personnel Services, P561.651 million for Maintenance and Other Operating Expenses (MOOE), and P3.321 million for Capital Outlay.
Another P15.544 million is automatically appropriated for the Retirement and Life Insurance Premium of OVP plantilla personnel.
Of the proposed MOOE budget, P193.103 million is earmarked for the procurement of goods and livelihood assistance grants under the MagNegosyo Ta ‘Day program, as well as other assistance and service-oriented initiatives.
The OVP said the proposed allocation would allow it to continue providing assistance to individuals, families, commuters, learners and communities despite the lower overall budget.
Among the programs targeted for funding are the Pagbabago Campaign, which aims to reach 150,000 learners; Disaster Operations, 23,000 individuals and families; and R.I.I.C.E. Food Bags, 30,000 individuals and families.
The proposed budget also covers Libreng Sakay, which targets 1.2 million commuters, as well as the KALUSUGAN Food Truck and Disaster Operations, wheelchair distribution, Al-Janazah kits and other supplies, and the You Can Be VP Program.
The agency also highlighted its budget utilization record, reporting an average utilization rate of more than 90 percent in recent years.
For 2026, the OVP reported an obligation rate of 43.07 percent as of June 30, above its 41 percent target, as it continues implementing its programs and services.
The OVP said it will maintain prudent spending while directing available public funds toward essential services and programs for Filipinos.
