A majority of Filipino adults surveyed believe Vice President Sara Duterte should return P73 million in confidential funds disallowed by the Commission on Audit (COA), a new survey showed.
The August 2026 National Momentum Survey by Momentum Research found that 64% either agreed or strongly agreed that Duterte should return the funds to the national government.
Meanwhile, 24% disagreed or strongly disagreed, 8.9% were unsure and 3.1% declined to answer.
The survey was conducted through face-to-face interviews with 1,487 Filipino adults nationwide from Aug. 18 to 23.
It has a margin of error of plus or minus 2.5 percentage points at a 95% confidence level.
The Visayas recorded the highest support at 73.5%, followed by the rest of Luzon at 68.7% and Metro Manila at 64.3%.
In Mindanao, 46.7% backed the return of the funds, while 36.6% opposed it.
The survey also showed differences across political groups.
Support reached 82.3% among pro-opposition respondents, 73% among pro-Marcos respondents, 68.4% among independents and 50.5% among pro-Duterte respondents.
Generation Z respondents registered the strongest support at 78%, followed by millennials at 60.3% and Generation X at 56.1%.
Support among baby boomers and the Silent Generation stood at 52.7%.
Momentum Research said the survey question referred to the COA Commission Proper’s final decision upholding a notice of disallowance involving the Office of the Vice President.
The decision found that the OVP failed to provide sufficient documentation showing how the flagged funds were spent and whether they were used for confidential activities as required under Joint Circular 2015-01.
