Cebu City barangays are being urged to improve the maintenance and sanitation of their sports centers and multipurpose facilities, following concerns over unhygienic comfort rooms and foul odors in some facilities.
City Councilor Nyza Archival is seeking coordinated action among barangays through a proposed resolution that calls for consistent standards in maintaining sports centers across the city.
The measure noted that the city has invested public funds in constructing and improving these facilities, which serve as venues for sports activities, community gatherings, social events and emergency evacuation.
Archival said some barangay sports centers have been observed to have inadequate upkeep, particularly in their structures and sanitation facilities. The resolution specifically cited foul-smelling comfort rooms and the odor of urine around some sports centers.
Poor sanitation, the proposal noted, could discourage residents from using the facilities and raise health concerns. It also noted that some people may resort to holding their urine to avoid using unhygienic comfort rooms.
The proposed resolution calls on barangays to properly maintain, sanitize and preserve government-funded facilities to keep them safe and suitable for public use.
Archival also pointed out that some sports centers generate income for barangays, making regular maintenance important in protecting facilities that can contribute to local revenues.
The measure cites provisions of the Local Government Code requiring barangays to provide services and facilities related to general hygiene and sanitation.
It also seeks closer coordination between individual Barangay Councils and the Association of Barangay Captains to establish common maintenance standards across Cebu City.
Among the proposed measures are allocating operational funds for facility upkeep and addressing sustainable water sources for sports centers.
Archival said a coordinated approach would help ensure that maintenance and sanitation do not depend solely on individual barangays and instead follow common standards for facility care.
