Cebu City eyes 30-day review of accident-prone roads

The Cebu City Transportation Office (CCTO) may be directed to identify road safety problems and recommend immediate interventions within 30 days under a proposed measure seeking to address accident-prone areas across the city.

Councilor Nyza “Nice” Archival filed proposed Resolution No. SPNICE-2026-RESO-076 following reports of around 10 vehicular accidents in August and September involving R.R. Landon Street, the Osmeña Boulevard intersection and the South Road Properties (SRP).

The measure calls for the CCTO to conduct an engineering and traffic assessment of high-risk roads and develop a traffic regulation plan based on its findings.

Under the proposal, the office would submit a formal report to the City Council, including recommendations for immediate safety measures, within 30 days of receiving the resolution.

The assessment would cover accident-prone areas throughout Cebu City, rather than being limited to the three locations cited in the measure.

Possible interventions include installing traffic lights, putting up highly visible road signs, adding speed reducers and implementing rerouting schemes. These are among the options for evaluation and have not been confirmed as projects for implementation.

The resolution cites recurring road crashes that have resulted in property damage, serious injuries and deaths. However, it does not provide a breakdown of the reported accidents by location.

It also identifies factors that may contribute to road safety risks, including heavy traffic volume, inadequate or inconspicuous traffic signs, the lack of dedicated pedestrian crossings and the need to update traffic management systems.

The proposed assessment would help determine which traffic regulations and safety measures are appropriate for specific locations, with the goal of protecting motorists and pedestrians.

The resolution invokes Section 16 of Republic Act No. 7160, or the Local Government Code of 1991, which empowers local government units to promote the general welfare, including public health and safety.

The Cebu City Council is scheduled to deliberate on the proposal on Oct. 13. Its approval would determine whether the CCTO would proceed with the requested assessment and submit its recommendations within the prescribed period.
