Cebu City allots P80 million for barangays’ El Niño preparations

Cebu City is setting aside P80 million to help its 80 barangays prepare for the anticipated effects of El Niño, as part of a P160-million assistance package that also includes fuel support and funding for the Mayor’s Cup 2026.

Under an executive order signed by Mayor Nestor Archival on Oct. 22, each barangay will receive P2 million, divided into three allocations: P1 million for El Niño preparedness, P800,000 for fuel assistance and P200,000 for the city sports competition.

The distribution translates to P80 million for El Niño preparations, P64 million for fuel assistance and P16 million for the Mayor’s Cup across all 80 barangays.

The largest allocation is intended to help communities prepare for possible water shortages and other risks associated with El Niño.

Barangays may use the P1-million fund to acquire or improve water storage facilities, purchase necessary equipment and supplies, prepare local facilities, conduct public information campaigns and develop community contingency plans.

The funds may also cover evidence-based anticipatory measures intended to reduce risks before the effects of the weather phenomenon intensify.

The P800,000 fuel allocation, meanwhile, is intended to sustain essential barangay operations amid rising fuel costs. It may cover fuel for service vehicles, emergency and disaster-response units, generators and equipment used for official activities.

The remaining P200,000 per barangay will support participation in the Mayor’s Cup 2026, including expenses for sports equipment, training, logistics and food for athletes and personnel.

However, the city will not release the assistance automatically. Barangays must first comply with documentary and budget requirements.

Each must submit its approved 2025 supplemental budget and corresponding utilization report, its 2026 annual budget, and a detailed project proposal specifying itemized expenses, implementation plans and expected outputs for the three funding components.

The allocations must also be reflected separately in the barangays’ enacted supplemental budgets. Transfers between components without lawful authority are prohibited.

The City Budget Office and City Accounting Office will review the submissions and verify compliance before processing the fund releases.

After receiving the assistance, barangay captains and other local officials will be responsible for ensuring that the funds are properly used, documented and reported.

For the fuel and El Niño allocations, barangays must submit utilization reports to the Office of the City Mayor, with copies furnished to the City Accounting Office, within 30 days after completing the activities or fully spending the funds.
