Cebu City has approved a citywide ban on gambling advertisements, drawing a clear line against promotions that officials say fuel addiction, financial distress, and social harm, particularly among families and young people.
The Cebu City Council recently approved a resolution authored by Councilor Joel Garganera prohibiting all forms of gambling advertisements within the city’s jurisdiction, covering both physical and digital platforms.
The measure was passed during a regular session of the Sangguniang Panlungsod.
The resolution reflects the city government’s commitment to protecting public welfare and moral standards amid the growing visibility of gambling promotions across billboards, social media, sponsored events, and online platforms.
In his resolution, Garganera cited concerns that gambling advertisements contribute to addiction, financial hardship, and other social problems that affect households and communities.
The measure noted reports and studies pointing to the rise of online gambling, which is often aggressively marketed through digital media and social networking sites.
The city also raised alarm over increased exposure of minors to gambling-related content, particularly online, where persuasive advertising tactics can normalize gambling behavior at an early age.
Officials said limiting such promotional materials is necessary to help create a safer and more responsible media environment for Cebuanos.
Under the approved resolution, all gambling advertisements are prohibited within Cebu City, including but not limited to:
– Billboards, posters, and other printed materials
– LED screens and outdoor digital displays
– Online and digital advertisements
– Sponsored events and promotional activities conducted by gambling operators
The ban applies throughout the city’s territorial jurisdiction.
To ensure compliance, the resolution directs several city offices to strictly enforce the prohibition, including the Cebu City Business Process and Licensing Office, the Cebu City Police Office, the City Legal Office, and other concerned departments. These offices are tasked to monitor, identify, and remove gambling advertisements found within the city.
Copies of the resolution will be furnished to the Office of the Mayor, the Liga ng mga Barangay, and other relevant agencies for information and guidance.
Alongside the main resolution, the City Council also approved corollary motions reinforcing its stance against gambling. Councilor Francis Esparis introduced a motion urging government employees to refrain from playing online games during office hours, citing concerns over productivity and the proper use of public time and resources.
Another corollary motion from Councilor Paul Labra called for repeatedly reminding media outlets that their platforms are being used to promote gambling, urging greater responsibility in advertising content.
The citywide advertising ban builds on earlier actions by the council to curb gambling-related activities.
In July 2025, the council approved a separate resolution authored by Councilor Nyza Archival directing the Management Information and Computer Services office to block access to online gambling sites and VPN applications on all government-managed internet networks, including public Wi-Fi systems.
City officials said the combined measures aim to reduce exposure to gambling, protect vulnerable sectors, and ensure responsible use of both public spaces and government resources. ( LLP)
