Archival orders free bus operations as Cebu commuters struggle ahead of Christmas

With transport shortages worsening as Christmas approaches, the Cebu City Government has ordered the operation of free bus services to ease the growing burden on commuters across the city.

Mayor Nestor Archival approved the emergency measure after receiving reports of prolonged waiting times, overcrowded jeepneys, and limited transport availability, particularly during rush hours and late at night.

The decision came amid rising public concern over mobility issues, highlighted by a widely shared social media post by Fidel Laurence Ricafranca on December 17.

In his post, Ricafranca detailed the daily difficulties faced by commuters, including workers, students, pregnant women, and patients needing urgent transportation. He said many are left stranded or forced to rely on expensive ride-hailing services due to the lack of available public transport.

He described the situation as critical, noting that motorcycle taxis and transport applications are often fully booked or unaffordable, while jeepney services remain insufficient to meet demand.

“Halos wa na juy masakyan ang mga yanong taw diri sa Cebu,” Ricafranca wrote.

Ricafranca urged city officials to intervene by mobilizing public transport resources and providing free, reliable mass transit during the holiday season.

In response, Archival directed concerned city departments, including the Department of General Services, to immediately assess available government transport assets and prepare for the rollout of complimentary bus operations.

While acknowledging that the initiative will not fully resolve Cebu City’s long-standing transport problems, the mayor said immediate action is needed to ease commuter hardship.

“The solution is not 100%, but at least kabalo sila nga naa tay gihimo,” Archival said.

Archival said the free bus service will serve as a stopgap measure aimed at improving mobility, safety, and affordability, particularly for commuters traveling during peak periods and at night.

City Hall said details on routes, schedules, and operational guidelines will be released once finalized, with regular public advisories to follow.

The mayor also underscored the role of public feedback, saying citizen input remains crucial in identifying urgent issues and shaping responsive government action. (LLP)
