Capitol Employees to Receive Up To ₱55k

The Cebu Provincial Government has cleared the way for the release of incentives totaling up to P55,000 for its employees after meeting all requirements set by the Civil Service Commission (CSC).

Assistant Provincial Administrator Aldwin Empaces said the approval came after the Capitol completed a series of documentary and performance requirements needed to authorize the bonuses.

According to Empaces, the process involved the timely submission of key documents, allowing eligible employees to qualify for multiple incentive components.

Regular and casual employees are set to receive a total of P55,000, composed of P30,000 from the Collective Negotiation Agreement (CNA), P20,000 under the Service Recognition Incentive (SRI), and P5,000 as a Performance-Based Incentive (PBI).

Job order workers will also receive financial assistance, totaling P15,000, which includes a P7,000 gratuity pay and an additional incentive granted by the provincial government.

Funding for the incentives will come from a supplemental budget to be taken up during the final regular session of the Sangguniang Panlalawigan on December 22, 2025.

Empaces acknowledged that meeting CSC standards was challenging, citing the strict requirements that had to be complied with before any bonus could be released.

“I’m happy to say nga in the spirit of Christmas, na-comply nato ang mga needed requirements like Provincial Appraisal Indicators ug ang submission sa CNA,” Empaces said.

The P20,000 SRI is part of the incentive package authorized by President Ferdinand Marcos Jr. for government workers in 2025, aimed at recognizing their dedication, loyalty, and contributions to public service.

The PBI forms part of a nationwide system that rewards government agencies and employees for meeting performance and accountability standards.

While the actual release of the bonuses may take place after Christmas Day, Empaces said employees have expressed understanding, knowing that the incentives have already been secured.

“Dili to sayon ang proseso kay kinahanglan jud masiguro nga kompleto ug sakto ang mga dokumento,” he shared.

The CNA was submitted to the CSC during the first week of December and later discussed with the employees’ association, serving as the basis for granting the incentives.

Empaces described the approval as a “win-win” outcome and credited Governor Pamela Baricuatro for pushing to ensure that Capitol employees receive what he called a “just and proper” Christmas bonus, especially as many workers were affected by Typhoon Tino and a recent earthquake. (SBA)
